Granite State College Welcomes New Program Director

Julienne Panicci Selected as Program Director for the Child Welfare Education Partnership (CWEP)

Granite State College is pleased to announce the selection of Julienne Panicci, MSW, to serve as Program Director for the  (CWEP).  The CWEP program is a collaborative effort with the  (DCYF) within the State of New Hampshire’s Department of Health & Human Services, that provides critical education and training for caregivers of children in placement and for the professional staff of DCYF.

Ms. Panicci brings more than 20 years of experience in child welfare with Maine’s Department of Health and Human Services, Office of Child and Family Services, including front line, supervisory, and leadership roles.  More recently, her work at the University of Southern Maine has been to assist in the development of the Child Welfare Cooperative Agreement with the Maine Office of Child and Family Services (OCFS).  This work has included research, design, and implementation of model training systems for child welfare staff and resource families.

“My passion is for workforce development to promote child welfare, developing staff to prepare them for this very important work that will impact the lives of children and families.  That’s what drives me,” said Ms. Panicci.

“The work being done by CWEP is exceptional, and I am looking forward to joining the organization, both in a leadership role and as a learner as we continue to improve our work to better serve those who rely on us.”

Mark Rubinstein, President of Granite State College, noted this blend of experience and interest in continuing to learn as compelling. “The CWEP program thrives on effective collaboration and data-driven innovation to support continuous improvement. If there is a place where we need people who have an unrelenting commitment to improve, it has to be child welfare, and Julie will be an effective leader who strengthens the collaborative work already underway between CWEP and DCYF.”

According to June Cairns, who has served as interim Director of CWEP for the past year, leading the program successfully through the challenges of the pandemic, “We are so excited that Julie is joining the team at CWEP! As a new partner with DCYF and Granite State College, Julie brings a wealth of experience in public child welfare in Maine. Her most recent experience at the University of Southern Maine, leading their program to improve training should be helpful to her understanding of how to continue to capitalize on CWEP’s connection to Granite State College. We know that Julie will continue to help us build on the work that CWEP has been doing, in partnership with DCYF, to better serve the citizens of New Hampshire.”
